AspirE Vietnam policy brief publication
9 December 2024
The VAPEC team, based in Vietnam, has published a policy brief entitled "Perceptions, Policies and Social Networks: Labor Market Migration Decisions Study from Asia to EU Countries" in Vietnamese.
After introducing the AspirE project scope and objectives, the VAPEC team argues that globalisation has spurred economic and cultural exchange and widened disparities between developed and developing countries, driving labour migration. Data shows a record 6.93 million Asians migrated for work in 2023, seeking opportunities in labour-scarce developed economies like the EU. Vietnam, actively managing migration, has joined global initiatives such as the Global Compact for Migration to ensure safe and orderly migration processes.
Key findings reveal the crucial role of social networks in supporting migration, while restrictive EU policies, including visa limitations and worker quotas, present significant obstacles. Beyond employment, migrants also seek opportunities through education, family reunification, and investment. Meanwhile, Vietnam has enhanced its migration systems by adopting technology, making processes more efficient and cost-effective. One policy recommendation the VAPEC team shared is the need for more open EU migration policies to attract skilled Asian workers, addressing labour shortages and demographic challenges. As migration trends evolve, fostering sustainable and mutually beneficial migration remains a global priority.
