The Scalabrini Migration Center highlights that the timing of AspirE coincides with the European turn in labour migration from the Philippines. Since the 2010s, Europe has become an increasingly attractive destination, marked by new bilateral labour discussions, opportunities in more skilled sectors, and, in some cases, prospects for longer-term residence. Filipino workers are present across all AspirE destination countries. While the initial corridor focused on Italy, which hosts the largest Filipino community among them, aspiring migrants are also looking toward other destinations such as the Czech Republic, Finland, Germany, and Portugal. This reflects a diversification of migration pathways to Europe.
Policies should build on this momentum by strengthening fair and transparent bilateral labour partnerships, improving access to reliable information for aspiring migrants, and supporting skills recognition so Filipino workers can access quality employment opportunities.
