Seasonal migration of Thai wild berry pickers to Finland has long been shaped by contradictory regulations. For years, workers travelled on Schengen tourist visas even though they were participating in highly organised commercial berry harvesting. This mismatch between migration policy and labour realities created structural vulnerabilities, leaving many workers without the protections normally associated with employment.

Recent policy changes signal recognition that the system needs reform. Moving toward seasonal work permits could improve oversight and worker protection, but the transition will need careful monitoring to ensure that recruitment practices, costs, and working conditions do not continue to expose migrants to risk.
